Legacy Well Re-Abandonment Permitting & Mitigation Monitoring

Under the SB 44 Coastal Hazards and Legacy Oil and Gas Well Removal and Remediation Program administered by CSLC, Beacon West personnel assisted the CSLC with the environmental review, permitting, compliance, and safety/risk management of the sealing and re-abandonment of five 1890s-vintage leaking wells located in the surf zone and offshore Summerland Beach. Well re-abandonment efforts were performed in four separate campaigns, as funds allowed. Beacon West personnel prepared an EIR Addendum to address a modified approach for sealing the wells from a barge offshore, and from onshore equipment on the beach at low tides where accessible. In addition to CSLC approvals, we secured permits from ACOE (including USFWS and NOAA consultation), CA Coastal Commission, CA Dept of Geologic Energy Management, CA Dept. of Fish & Wildlife Office of Spill Prevention & Response, Santa Barbara County Planning and Parks Departments. All 5 wells were successfully sealed, without incident, making a marked improvement in the condition of the Summerland coastline.
