Beacon West was contracted by ConocoPhillips to develop a fast-paced facility evaluation and strategic plan for the decommissioning of the Carpinteria Offshore Field wells, platforms, pipelines and onshore facilities.

The focus of this Strategic Planning project was to provide a relevant and experienced based alternative identification and cost estimate for:

  • Removal of the two offshore platforms.

  • Decommissioning of all subsea pipelines, power cables and associated equipment.

  • Decommissioning and removal of the above and below ground oil / gas processing and storage equipment at the La Conchita onshore processing facility.

  • Plugging and Abandonment (P&A) of the remaining wells on the two platforms in accordance with regulatory requirements and standards.

  • Fulfilling the ongoing offshore and onshore support requirements for the manning and maintenance of the facilities during the decommissioning phases.

  • Obtaining all permits necessary for the decommissioning and removal of the two offshore platforms, subsea pipelines and power cables, and removal of the onshore oil and gas processing facility. 

Components of the Plan included identifying and evaluating decommissioning options and alternatives along with detailed cost estimates for operational support for well work and platform maintenance, market analysis for product, scrap and wastes, well P&A work, regulatory and permitting, topsides and jacket removal, pipelines and power cable abandonment, site clearance and onshore decommissioning.
